INTRO: Tactical media are the momentary reaction tools for the artists and activists aimed
to disseminate information, establish contacts, create images. Tactical media are used by
those who don't have corporate sponsors, don't lobby power
interests, but want to take part in a society's living and culture.
Tactical media prefer low technologies, small communities, private interests, amateurs.
They use language of communication, intellect, creative participation. They don't represent
anyone except for themselves but they call for everybody to use their low
budget, non-professional, local, momentary tools. They think this a condition for creating a
bright diverse culture, a culture of a civil society.
CONTEXT: The conferences
next5minutes have started in early 90s and became the first
symptoms of the europeanwide rise of new media and their non-commercial uses. The first
three conferences have manifested an international movement for a free non-profit use
of new technologies, for the sake of an open access to information and an open communication
between the artists, social activists, media theorists and other people who are actively
interested in the media-presence of their own.
An ultimate need in exploring the new media-technologies non-profit potential became
extremely obvious under the new world conditions after the "9-11" tragic events. That's
why the media-technology veterans together with younger volunteers have at 2002
initiated a new festival next5minutes4 which is a series of media-events in different cities of
the world. At September 2003 their highlights will bу presented at the concluding festival
in Amsterdam.
For now the Tactical Media Laboratories took place at Birmingham, Delhi, New-York, Cluj
(Romania), Barcelona, Singapore, Rio, and are scheduled for Zagreb, Dubrovnik, Halifax,
Adelaide (Australia) and some other cities.
MOSCOW VERSION: Since the tactical media agenda is not well known for Moscow we decide
to represent it in a maximally broad context. Tactical media are the tools of a new young
culture which talk the languages of non-budget cinema, video-activism, non-profit
publications, leaflets, sites, and even the street actions intervening
into an urban space.
